En los últimos años, muchos países en desarrollo han utilizado indiscriminadamente la concesión de beneficios tributarios como estrategia de atracción de inversiones, de generación de crecimiento económico y de empleo.
Sin embargo, estos beneficios se han otorgado de una forma muy opaca, y con poca información sobre su efectividad y sus costos reales para los sistemas fiscales de los países otorgantes. Esta situación ha generado la reacción de grupos de la sociedad civil latinoamericana y de organismos regionales que demandan mayor claridad y un sistema transparente de otorgamiento y evaluación de estos beneficios.
Con el objetivo de discutir sobre este tema , el pasado 17 de septiembre la FES realizó, en conjunto con Dejusticia y el Internatio International Budget Partnership, el Seminario Regional sobre Beneficios Tributarios donde nos acompañaron representantes de más de 15 organizaciones latinoamericanas expertas en el tema. El evento terminó con el lanzamiento de la campaña #quierosaber que busca transparencia en la información tributaria en Colombia liderada por 8 organizaciones colombianas (Dejusticia, Maestría de Tributación Universidad de los Andes, Centro Externadista de Estudios Fiscales, Cedetrabajo, Observatorio Fiscal de la Universidad Javeriana, Centro de Pensamiento de Política Fiscal de la Universidad Nacional y el Observatorio de Hacienda Pública de la Universidad del Rosario), la cual es apoyada por Fescol.
